The
Legislature has its own Secretariat, called the Maharashtra
Legislature Secretariat, which is independent of any control of the
government. The Chairman of the Vidhan Parishad and the Speaker of
the Vidhan Sabha constitute a board, which is the administrative
head of the Legislature Secretaria

There
are two Secretaries, on to look after the work of the Vidhan Sabha
and the other of the Vidhan Parishad. Both the Secretaries are of
the same status as a Secretary to the government. The Secretaries to
the Legislature are drawn from the Judiciary from amongst persons
with at least seven years standing, or from amongst senior officers
already working in the Legislature Secretariat. The Governor, in
consultation with a Special Board consisting of the two Presiding
Officers and the Chief Minister, appoints the Secretaries. The
Governor, in consultation with a board consisting of the Chairman
and the Speaker, recruits qualified persons to other gazetted posts
in the Legislature Secretariat. The board recruits for non-gazetted
posts. The total staff strength working in the Legislature
secretariat at present is 750.

The
work in the Legislature Secretariat is divided into two broad
sections. One deals with work relating to matters connected with the
actual proceedings of the two houses. The other deals with work
relating to the committees of the Legislature.

A full
report of the proceedings of the house at each of its sittings is
prepared and published as soon as practicable. Official reporters,
headed by the Editor of Debates, make verbatim records of the
proceedings in the house, barring those words, phrases and
expressions expunged by the presiding officer.

There
is a well-equipped and up-to-date library wing, one of the largest,
richest and best reference repositories in the state of Maharashtra
that caters to parliamentary requirements of members of both houses,
as well as staff of the Legislature.
